Why the age of the building matters

Lead-based paint was banned for residential use in the United States in 1978, so homes built before then are more likely to contain it — often under later layers of paint. The risk is not intact paint on a wall so much as paint that is chipping, chalking or being disturbed. Sanding, scraping, demolition and window or door replacement generate lead dust, which is the primary exposure route, especially for young children.

There are federal requirements governing renovation work that disturbs lead-based paint in pre-1978 housing and child-occupied facilities, and certified firms and certified renovators are required for that work. Lead abatement carries its own certification requirements.
